NFPA 96 for Markham Commercial Kitchens

NFPA 96 is the National Fire Protection Association standard for ventilation control and fire protection of commercial cooking operations. It governs how a kitchen exhaust system is built, inspected, cleaned and documented. In Ontario the standard is not free-standing law: the Ontario Fire Code references it as the technical standard for commercial cooking exhaust, and a municipal fire service enforces it. In Markham that service is Markham Fire and Emergency Services.

The 0.078 inch measurement, and what it is actually measuring

The number operators hear most often is 0.078 inches, roughly two millimetres. That is the depth of grease deposit at which NFPA 96 treats a surface as requiring cleaning. Three things about it are widely misunderstood.

It is a depth, not an appearance. A surface can look filthy and be under the limit, or look acceptable under kitchen lighting and be over it. Measurement is done on the surface itself, which means opening the system rather than judging it from the floor.

It applies everywhere the air travels. Canopy, plenum, duct collar, horizontal run, elbows, riser, fan housing. The standard does not have a lower expectation for the sections that are hard to reach, which is precisely where deposits are heaviest.

It is a threshold, not a target. Running a system up to the limit and then cleaning is not compliance managed well, it is compliance managed at the edge. The point of a scheduled interval is that the system never approaches the number between visits, which is why cooking volume and not the calendar sets the frequency.

Inspection frequency by cooking volume vs a fixed calendar

NFPA 96 sets inspection intervals by the type and volume of cooking, which is why two kitchens of the same size can sit on very different schedules.

Inspection is the check. Cleaning is what the inspection triggers when the deposit is at or over the limit, which on a high-volume line is most of the time.

What the standard requires beyond cleaning

Cleaning is the visible part. Four other requirements catch kitchens out more often.

Access for cleaning. The standard expects the system to be reachable along its length. A duct run with no usable access panels cannot be cleaned or inspected, and a certificate covering a system nobody could open is a document rather than a record. Fitting panels is remedial work with a real requirement behind it.

Cleaning to bare metal where grease has accumulated. The expectation is removal of the deposit, not reduction of it. This is the requirement that makes the rooftop fan awkward, because the housing and blower wheel are inside a unit that has to be opened. Where a fan is bolted down and never lifted, that surface is not being met.

Records. Dated records of inspection and cleaning, stating what was done and by whom, kept and produced on request. Insurers and franchise head offices tend to ask for these more often than fire services do, and a record naming individual sections is far more defensible than one naming "the hood".

Reporting what could not be cleaned. Where a section is inaccessible, the standard's logic is that it be recorded rather than quietly omitted. A documented gap is a problem with a fix attached. An undocumented gap is a certificate that misrepresents the system, which is a worse position for the operator than having no certificate at all.

Is NFPA 96 law in Ontario?

Not directly. NFPA 96 is a published standard produced by the National Fire Protection Association. In Ontario the Ontario Fire Code is the legal instrument, and it references NFPA 96 as the technical standard for commercial cooking exhaust. The practical effect is the same: a municipal fire service enforcing the Fire Code will measure a kitchen exhaust system against NFPA 96.

Can a company be NFPA 96 certified?

No. NFPA publishes standards, it does not certify contractors, and any business advertising itself as NFPA 96 certified is describing a credential that does not exist. What a contractor can legitimately say is that it cleans to the standard and issues records referencing it. Who enforces this in Markham, and what about Aurora and Newmarket?

Markham Fire and Emergency Services enforces the Ontario Fire Code within the City of Markham. Aurora and Newmarket are covered by Central York Fire Services, a joint service operated by the two towns. Insurers apply their own requirements on top, and those are frequently stricter than the code minimum.

What happens if a system fails an inspection?

Outcomes range from an order to clean within a stated period through to enforcement action where a system is judged an immediate hazard. The more common commercial consequence is quieter: an insurer declining or reducing a claim after a fire because the records could not demonstrate the system was maintained. That is the risk the paperwork exists to manage.

Does a fire suppression system change the cleaning requirement?

No. A wet chemical suppression system over the cook line is a separate system with its own inspection regime, usually semi-annual by a licensed suppression contractor. It suppresses a fire at the appliance. It does nothing about grease in the duct, and a heavily loaded duct can carry a fire well past the point the suppression system protects. The two requirements run in parallel.
